Handicraft School (Hlaing Thar Yar) under the Ministry of Education, Department of Industry, Agriculture and Vocational Education, was established in June 1991. Since then, there were four types of training courses were opened as Women’s Sewing Training, Carpentry Training, Home Electrical Training and Bench-Drilling and Welding Training.
In September 2009, The Ministry of Science and Technology was unable to deliver programmes in Handicraft School (Hlaing Thar Yar ) for various reasons and temporarily closed its operation.
In 13 August 2015, West Yangon Technological University (WYTU) transferred the Handicraft school (Hlaing Thar Yar) to Department of Vocational Education and Training, Government Technical High School (Ywama).
According to the approval Meeting No (7/2016) of the Union Government held on 7 July 2016, the Handicraft School (Hlaing Thar Yar) was transformed into the Hlaingtharyar Vocational Training Institute(HVTI).
